
Emmitsburg New Business and Development Briefs
The following are the statuses of new businesses and developments coming to Emmitsburg from the town planner’s report:
Federal Stone (Creamery Road, east side of U.S. 15) — Under construction. Town staff is coordinating with the developer and consultants regarding water lines connecting to the WWTP headworks.
Christ Community Church (Creamery Road) — The Maryland Department of the Environment (MDE) held a virtual public hearing on April 29, 2025, in response to a formal challenge opposing the issuance of permits for this project.
Emmit Ridge — The forest delineation, forest conservation, and preliminary plans were conditionally approved by the planning commission on February 24, 2025. Coordinated with Frederick County Public Schools to conduct a school adequacy test. Coordinating with developers to meet adequate public facilities ordinance (APFO) requirements. Amendment to the town’s APFO has been drafted and will be presented to the board of commissioners for approval.
N. Seton Avenue Green Street — Plans were sent back to the Maryland State Highway Administration for review, and they’ll be submitted to MDE by the project engineer.
Brookfield Phase 5 — The improvement plans were conditionally approved by the planning Commission on February 24, 2025. The Planning Commissioner reviewed the Forest Conservation and Final Subdivision Plans in April.
In the Pipeline:
Civil War Memorial — The developer is in the process of submitting a complete text amendment application, which is currently being reviewed by the property owner’s attorney.
